First elected as an At-Large Council Member in 1997, Wheeler served four terms, including seven years as Mayor and four years as Vice Mayor. During his time in office, he was a member of numerous boards and commissions, including the Planning Commission, Finance Committee, Shade Tree Commission, and Delaware Main Street, among others.

Wheeler’s tenure was marked by legislative accomplishments that continue to shape the City’s growth and quality of life. He helped lead the adoption of a comprehensive plan, a forward-looking framework that guided development for many years. He also championed major upgrades to the City’s water and wastewater treatment plants —investments that will benefit residents for generations.

A tireless advocate for downtown revitalization, Wheeler played a key role in attracting new businesses and industries to Delaware, generating economic growth and creating hundreds of local jobs. He was also known for his commitment to fiscal responsibility and his push for stronger code enforcement to improve neighborhood livability.

“Windell Wheeler was a dedicated public servant whose work helped lay the foundation for the Delaware we know today,” said Mayor Carolyn Kay Riggle. “We are grateful for his service and mourn his passing alongside his family, friends, and the entire Delaware community.”
