Delaware Earns National Award for Government Communications

The City of Delaware’s Community Affairs Department received a prestigious City-County Communications & Marketing Association (3CMA) award during the national conference held in Arlington, Texas.

More than 25 states and Canada were represented amongst the 141 finalists. And out of more than 1,100 entries across 38 categories representing 300 jurisdictions, Delaware earned an Award of Excellence at the 2024 competition. The awards, presented Sept. 5, recognize effective city, county, agency or district professionals who have creatively planned and carried out successful innovations in communications and marketing.

Delaware was recognized for its video series titled “On Patrol” that profiled Delaware Police Department personnel. The three videos highlighted the work of the department and the benefits of a law enforcement career. The series helped the City increase police recruitment applications in 2023 by 51 percent over the previous year.

The videos were written and produced completely in-house. Leading the effort was Community Affairs Specialist Bob Hogensen, who filmed and edited all of the footage, riding with Officer Brenda Wadsworth and Officer Cliff Dawkins, and immersing himself in daily briefings and in various training scenarios.

“The really brought the department alive,” Chief Adam Moore said. “They allowed candidates to experience what it might be like to work as a police officer and, ultimately, seeing themselves in the position.”
