Aggregation Program Delivers Savings; New Rate Set

The City of Delaware’s Electric Aggregation Program, launched in July 2023, has delivered significant savings for residents and small businesses. Through the end of 2024, participants saved an average of 28% — more than $400 — compared to the default electric generation rates from Ohio Edison and AEP Ohio.

Continuing the program’s success, the City signed a new agreement in April with Dynegy to serve as the electric aggregation supplier for a 12-month period, starting with the July 2025 billing cycle and running through June 2026.

The City’s energy consultant recommended the one-year term due to volatility in the energy market expected after June 2026. This shorter contract positions the City to reevaluate and potentially secure better pricing as market conditions evolve.

What to Expect
Electric aggregation enrollment letters were mailed to eligible City of Delaware residents and small businesses in April. Customers are automatically enrolled unless they choose to opt out—there is no enrollment fee, no switching fee, and no action is required to participate.

Program Benefits
Eligible customers receive exclusive fixed pricing on the electric generation portion of their bill:

AEP Ohio Customers
9.28¢ per kWh (standard aggregation rate)
9.53¢ per kWh for 100% National Wind Renewable Energy Credits (RECs) – must call Dynegy to opt in 1-833-241-4599

Ohio Edison Customers
8.99¢ per kWh (standard aggregation rate)
9.25¢ per kWh for 100% National Wind RECs – must call Dynegy to opt in 1-833-241-4599

While these rates may appear higher than current rates, both AEP Ohio and Ohio Edison are expected to increase their standard service rates to 9.9¢ per kWh or more beginning in June 2025.

No Change in Service
Electricity delivery, maintenance, and emergency response will continue to be handled by your current electric utility. Customers will still receive one consolidated bill from their utility, with Dynegy listed as the electric generation supplier.

Background
Delaware voters approved electric aggregation in 2022, authorizing City Council to negotiate group electric supply pricing on behalf of residents and small businesses under Ohio Revised Code Section 4928.20.
