Mount Vernon Police Chief Robert Morgan has been recognized with the Ohio Blue Line Award for his work modernizing the city’s police department and expanding community engagement.
Morgan received the award during the 2026 Law Enforcement Training Symposium hosted by the Ohio Peace Officer Training Academy in Dayton. The annual award recognizes law enforcement officers who demonstrate innovation and develop practical ways to improve police work.
Morgan has served as Mount Vernon’s police chief since December 2019. During his tenure, the department has updated its policy manual, created a training and compliance position and established a Community Division that includes programs such as Police and Kids United, a therapy dog and a civilian Community Advocate.
The department has also expanded its equipment capabilities, including the acquisition of a BearCat armored rescue vehicle through the Emergency Services Unit.
Assistant Chief Andrew Burns said Morgan’s leadership has helped turn ideas about improving the department into tangible programs.
The Ohio Attorney General’s Office described Morgan as an “innovator with follow-through,” highlighting his ability to develop programs that have lasting effects.
Morgan was presented the award by Ohio State Highway Patrol Superintendent Col. Charles Jones and Ohio Attorney General Andy Wilson.
