Mount Vernon City Council will meet Monday, September 28th, with several pieces of legislation scheduled for consideration, including the city’s future use of automated license plate reader technology.
The regular legislative session begins at 7:30 p.m., preceded by committee meetings beginning at 6:20. The Finance and Budget Committee, Police, Fire and Civil Defense Committee, Utilities Committee and Employee and Community Relations Committee are all scheduled to meet before the legislative session.
Flock contract and ALPR moratorium
One of the most closely watched items is Resolution 2026-96, concerning the city’s use of automated license plate reader, or ALPR, technology.
The resolution would authorize the Safety-Service Director to allow Mount Vernon’s existing contract with Flock Group, doing business as Flock Safety, to expire according to its current terms without renewal or extension.
It would also establish a 12-month period following the contract’s expiration during which the city would not sign a contract to install ALPR cameras or allow another person or entity to install ALPR cameras on city property.
The issue is scheduled for a 10-minute Police, Fire and Civil Defense Committee discussion beginning at 6:35 p.m. before the regular council meeting.
Enterprise Fleet Management
Council will also consider Ordinance 2026-30, which would authorize the Safety-Service Director to execute a contract with Enterprise Fleet Management for the leasing of city vehicles.
The legislation is based on the city’s review of its fleet replacement needs and would establish a professionally managed leasing and fleet-management program. The ordinance says the program is intended to provide more predictable long-term capital and operating costs, improve vehicle life-cycle management and reduce maintenance and reliability risks associated with aging vehicles.
The Finance and Budget Committee will discuss the ordinance beginning at 6:45 p.m.
Property maintenance code changes
Ordinance 2026-31 is also scheduled for consideration. It would amend Chapter 1305 of the city’s codified ordinances, including provisions concerning dumpsters and workmanship standards.
The proposed changes address requirements for residential and commercial dumpsters as well as standards for repairs, maintenance work, alterations and installations required under the city’s property maintenance code.
Public Works staffing and false alarms
Council will also consider Ordinance 2026-32, which would repeal Chapter 511 of the city’s codified ordinances governing false alarms.
The existing chapter dates to 1987 and regulates alarm systems, permits and fees for false alarms. The legislation cites changes in technology and the increased ability of property owners and third-party monitoring services to determine whether police response is actually necessary.
Meanwhile, Ordinance 2026-33 would establish the number of hourly employees in the city’s Department of Public Works. That legislation is scheduled for discussion by the Employee and Community Relations Committee at 7:05 p.m.
The committee meetings begin at 6:20 p.m., with the regular City Council legislative session scheduled for 7:30 p.m. Monday at the Mount Vernon Municipal Center. The city also broadcasts council meetings live and publishes recordings online.
