Mount Vernon City Council Approves Downtown Leases, Advances Justice Center and Police Station Projects

Mount Vernon City Council approved a series of resolutions Monday evening that advance several major city projects, including downtown redevelopment, the future Justice Center and the new Mount Vernon Police Station.

Among the actions approved was a lease agreement for 9 East High Street, authorizing the city to enter into a contract with Top Flight Real Estate, doing business as Bo Lacey. Council also approved a separate lease agreement with Crowned Radiance and Beauty, LLC for 49 Public Square, continuing efforts to encourage new business activity in downtown Mount Vernon.

Council also moved the proposed Mount Vernon Justice Center one step closer to construction by authorizing the city’s Safety-Service Director to begin the qualifications-based selection process for a Construction Manager at Risk. The delivery method allows the city to bring a construction manager on board during the design phase to assist with cost estimating, scheduling and project planning before construction begins.

In another significant action, council approved the first Guaranteed Maximum Price (GMP) package for the new Mount Vernon Police Station project. The resolution authorizes the Safety-Service Director to accept pricing for initial components of the project, allowing work to move forward while additional construction packages are developed.

Council also approved several financial measures, including supplemental appropriations, the renaming of an existing city fund and the creation of new budget lines, the transfer of certain funds and payment of bills under Ohio’s “Then and Now” certification process, and the city’s tax revenue budget as required by state law.

The legislation was approved during council’s July 13 meeting, signed by Council President Bruce Hawkins, approved by Mayor Matthew Starr, and attested by Clerk of Council Zachary Sherman.
